The scope of work included designing and implementing the Army's Organizational Effectiveness Program, which provided organization and leadership development, human resource management and training services to combat and support units in thirteen major commands, service schools and over 100 installations. Projects improved the organization, management and operating effectiveness of major commands and headquarters.

These efforts involved process consultation and the application of survey-guided development, team building, leadership development and coaching, inter-group development, management-by-objectives, job enrichment and action research. It included designing surveys to assess organizational development needs in combat and support units.

The engagement created an Organizational Effectiveness Training Center (OETC) to train officers, non-commissioned officers and civilian personnel as internal consultants. Designed a 16-week curriculum to fill over 360 OE positions worldwide.
